1, background and introduction
The "international standards" of the anti-bribery management system are localized.
In recent years, bribery across borders has been extremely harmful. For example, four years ago, the world-famous pharmaceutical company GlaxoSmithKline’s bribery in China caused widespread concern around the world. In order to help organizations effectively implement the anti-bribery management system, the British Standards Institute (BSI) formulated the National Standard for Anti-Bribery Management System (BS 10500:2011) in 2011. Based on this standard, the UK proposed to the International Organization for Standardization (ISO) in 2013 to develop an anti-bribery management system. To this end, ISO established a special anti-bribery project committee ISO/PC278, which is mainly responsible for formulating anti-bribery management system standards. This is also considered to be the "international standard" of the anti-bribery management system.
In recent years, governments or many international agencies have deeply recognized the dangers of bribery. They have adopted legislation, international conventions, agreements and initiatives to solve bribery problems. However, they are increasingly aware that laws alone are not enough to solve problems. Anti-bribery and anti-corruption initiatives make a contribution, especially in the comprehensive supply chain and outsourcing process to prevent and reduce the risk of bribery and corruption. Based on this social background, the ISO37001 anti-bribery management system standard was released in October 2016. The standard includes a set of methods and controls that represent global anti-bribery best practices that can be used to help organizations establish, implement, maintain, and improve anti-bribery compliance programs.
